Backflow Prevention and Cross-Connection Control Program (BPCCCP)
Program Overview:
Backflow occurs when water flows in the reverse direction, potentially allowing contaminants from private plumbing systems to enter the public water supply. To safeguard our community, Berthoud Water Utilities’ BPCCCP follows all applicable state and local regulations to ensure the safety and quality of Berthoud’s drinking water. The program is dedicated to preventing backflow incidents and protecting the health of all Berthoud residents by maintaining reliable access to clean, safe water, and complies with the following:
- Colorado Department of Public Health and Environment (CDPHE)
- Current Colorado Plumbing Code
- Town Ordinance 6.28
- List of Certified Backflow Assembly Testers (BATs) who have tested in our district.
This list is not an endorsement and some testers may require prior approval.
Requirements for Verification and Installation
Applies to commercial, multi-family, industrial, irrigation, common area, other non-residential and fire line service connections:
- CDPHE Verification Survey: Complete and submit the CDPHE Water Use survey to identify possible cross-connections or hazards.
- Backflow Assembly Installation: Install an approved, testable assembly where required.
Requirements for Annual Testing
- Responsibility of the property owner, manager and or occupant of the property
- Test assemblies at installation, replacement, and annually thereafter.
- Only a certified BAT may perform testing and submission of test results.
- Initial test results must be submitted to Berthoud Water Utilities for review, then uploaded by the BAT to our online portal after review.
Requirements / Additional Information
- Berthoud Water Utilities may reject incomplete or inaccurate test reports and may restrict testing companies that submit unreliable data.
- Aqua Backflow (our third-party data manager) handles test result submissions and tester credential verification at www.trackmybackflow.com.

Property Owners and or Managers
- Testing Responsibilities: You are responsible for hiring a certified Backflow Assembly Tester (BAT) to test all backflow assemblies within 3 to 5 days of install, then thereafter annually. Test results are due by the deadline set by Berthoud Water Utilities. Note: Annual reminders may not be sent.
- Backflow Assembly Link: Each backflow assembly is linked to your utility water account and the service address metered by the Berthoud Water District.
- Information to Provide Your Tester: Provide your BAT with the correct site address, utility account number (or permit number if service is not yet established), device type, device location, and current contact information.
- Report Submission: BATs must send test reports to you and upload the results to TrackMyBackflow.com using an associated Backflow Site Id. For new or replacement installations, BATs must send their initial Field Reports to backflow@berthoud.org for review and approval.
- Please maintain a copy of the these report(s) for your records.
Important Information for Backflow Assembly Testers
If you’re a Certified Backflow Assembly Tester (BAT), here’s what you need to know about submitting your test reports:
Submission Requirements:
- When required to submit, Water Utilities only accepts typed reports as a PDF attachment. Handwritten or scanned copies or image files will not be accepted.
- Use the Correct Form: Make sure to use the Backflow Assembly Test and Maintenance Report form, or equivalent, that is approved by the Colorado Department of Public Health and Environment (CDPHE).
Where to Send Reports:
- For new, replacement, first time tested devices, email your completed report(s) to: backflow@berthoud.org for review and to verify the device. After approval, you will receive an email notice to upload the results to TrackMyBackflow.com.
- For Existing device, upload results to TrackMyBackflow.com
Compliance:
- CDPHE requires that over 98% of backflow devices be tested and submitted annually on a fixed date to ensure devices are compliant and working properly.
Updating Records:
- Berthoud updates its backflow database based on the information from these test reports and associated water utility account. Accuracy in the report is critical and helps ensure data is up-to-date.
Required Information:
- To keep things running smoothly, fill out all sections of the form, including details about the account (contact, phone, email), utility account number associated with the service address, service address, assembly information and location, test kit, and the results of the test.

Irrigation systems connected to the public water supply must have a testable backflow prevention assembly installed to comply with state and local regulations.
Who is responsible for compliance?
Property owners of non-residential and multi-unit properties, and single-residential if required, are responsible for ensuring their backflow prevention assemblies are tested annually by a certified Backflow Assembly Tester (BAT).
Submitting Test Results:
All BATs must submit annual test results through the official portal: www.trackmybackflow.com
For all new installations or replacements, field test reports must be emailed to: backflow@berthoud.org for review and approval before submitting to the portal.
Why this matters: Irrigation systems can come into contact with fertilizers, pesticides, chemicals and other contaminants. Without proper backflow prevention, these substances could flow backward into the public drinking water supply. Backflow prevention assemblies protect Berthoud’s water system—and everyone who relies on it—by preventing potential contamination.
